I don't think it's animal cruelty if the horses are well cared for, fed, watered, rested and rotated regularly. But I guess not every carriage driver does that.
It is open to interpretation that the city council has been run by Green ideology for a long time. These horses were often retired race horses that do not seem in distress most time.
